Role of the Faculty Athletics Representative

Pursuant to Article 6.1.3 of the NCAA Constitution, a member institution of the NCAA shall designate an individual to serve as faculty athletics representative (FAR).  The person appointed as FAR by the President, must be a member of the institution’s faculty or an administrator who holds faculty rank and shall not hold an administrative or coaching position in the athletic department.  The term “FAR” derives from the NCAA usage and denotes the perceived need on the part of the NCAA to involve a faculty viewpoint in the administration of intercollegiate athletics programs.  The FAR at Texas Tech University, will provide oversight and advice in the administration of the athletics department.  The duties and responsibilities of the FAR at Texas Tech University are as follows.

  1. The FAR must be knowledgeable of the rules and regulations of the NCAA and Big 12 Conference, especially those contained in NCAA Bylaws 14, 13 and 15 (in that order of priority).
  2. The FAR will signatory to NCAA and Big 12 Conference forms ensuring that the processes used to verify that student-athletes meet all NCAA, Big 12 Conference and institutional requirements for eligibility, practice, financial aid and competition are effective.
  3. As required by the NCAA and Big 12 Conference, the FAR must sign all requests for waivers and appeals of NCAA and Big 12 Conference legislation, rules or processes.
  4. The FAR will receive, review and comment on reports from the Associate Athletic Director for Academic Services regarding the academic performance of student-athletes.  Such reports should be reviewed to ensure that decisions related to admissions, academic advising, evaluation of academic performance and the extent of academic support services are made in ways that are consistent with the primary academic mission of Texas Tech.  The FAR shall report such information to the institution’s athletics council, the Faculty Senate and the President.
  5. Additionally, the FAR will ensure that the Associate AD/Compliance makes such programs available to entities outside the athletics department.  Such entities include, but are not limited to , the (A) Office of Financial Aid, (B) Admissions and Registrars Office and (C) Offices of Academic Deans.
  6. The FAR will either prepare or receive copies of all correspondence concerned with self-reported violations of NCAA or Big 12 Conference bylaws, rules and regulations.
  7. The FAR will be informed of any allegations of major violations of NCAA or Big 12 Conference rules or regulations or of any inquiries into alleged or suspected rules violations.  Subsequently, the FAR will be actively involved with any investigation and the preparation of an infractions report submitted to the NCAA or Big 12 Conference.
  8. The Far will be notified of any violations of institutional, Big 12 and NCAA rules/policies which may become problematic for the university.
  9. The FAR will attend the regularly scheduled meetings with the President and the Athletics Compliance Group.
  10. The FAR will receive the results of any audits of the athletics department.
  11. The FAR will play a major role in any NCAA athletics certification program reviews.
  12. The FAR. Along with the athletics administration, will ensure that appropriate standards of student-athlete conduct are established (for both on- and off-campus and on- and off-field behavior), clearly communicated and consistently enforced.
  13. The FAR will be involved in discussions and review of proposed NCAA legislation along with the president, chair of the athletics council, athletics director, senior woman administrator and compliance director regarding the institution’s voting position.
  14. The FAR will represent the institution at NCAA and Big 12 Conference meetings and conventions.
  15. The FAR will be an ex-officio, non-voting member of the university’s athletic council.
  16. The FAR will serve in an oversight capacity for the personal welfare of student-athletes.  Such oversight shall include playing an active role with the institution’s student-athlete advisory board and either participating in orientation sessions and in the mandated student-athlete exit interviews or reviewing the results of the exit interviews.
  17. The FAR will report annually to the Faculty Senate on the academic performance of student-athletes and other athletically related matters.
  18. The FAR will accept any additional responsibilities or perform any other duties that relate to the intercollegiate athletics programs that are assigned by the president of the university.
